Secondo l'Organizzazione delle Nazioni Unite per l'Educazione, la Scienza e la Cultura, le risorse educative aperte (OER) sono materiali di apprendimento, insegnamento e ricerca in qualsiasi formato e mezzo- digitale o di altro tipo -  che risiedono in pubblico dominio o sono protetti da copyright rilasciati con una licenza aperta, che consente l’accesso, il riutilizzo, riutilizzo, adattamento e ridistribuzione  a costo zero da parte di altri, senza restrizioni o con restrizioni limitate.
